The best of these have a few things in common. For the most part, they’re small, independent affairs that have been run by the same proprietor or family for decades. Indeed, in the 20+ years I’ve been visiting these hotels, I am often received in the reception by the same friendly faces, year after year.

Many of these hotels offer simple and clean rooms, while limiting the number of extra gizmos that other hotels add to inflate the price (and star rating). As you look through the list below, you’ll note that many don’t offer a TV, although almost all of them now offer free Wi-Fi. (This also keeps things quieter.)

Finally, many of these hotels have a little something special happening. Perhaps it’s interesting decor, or an impossibly central location. What makes these hotels different is that they don’t just offer a really cheap bed, but they offer an experience that I find interesting and particulary Parisian.

First up: Hotel Stella. This hotel is the cheapest of all hotels we’ve reviewed, yet it doesn’t skimp on a great experience. The one-star Hotel Stella is old, cheap and charming, and boasts a Left Bank location right around the corner from the Jardin de Luxembourg. Although it might be too basic for some (no Wi-Fi or TV in the rooms), others will revel in its quirkiness and romantic ambiance, and the general spaciousness of its 20 rooms (including one with an old upright piano in it).

Booking tips: The hotel doesn’t accept credit cards, and late arrivals should note the limited hours of the reception. There isn’t any elevator.

Hotel de la Place des Alpes

Hotel de la Place des Alpes may not offer much by way of style, but clean (and cheap!) rooms, kind staff, and a convenient location make it a good value. The hotel is near the Metro, but it also has an interesting location in a less touristy part of Paris, meaning you can get to experience the city more like the locals do. There are also an impressive amount of amenities for super cheap hotels in Paris; this hotel offers free Wi-Fi, breakfast (for a fee), and private bathrooms. Rooms also have flat-screen TVs, phones, and safes. There’s even an elevator (even if it doesn’t service all floors of the hotel).

Hotel Tiquetonne

The Hotel Tiquetonne is one of our favorite hotels on the site, and certainly one of the most popular with readers. Situated a couple of blocks north of Les Halles on the boutique-lined rue Tiquetonne, the creaky and old fashioned hotel provides 45 simple, clean and very cheap rooms with a feminine touch (I mean, look at that wallpaper!). While they don’t have TVs, the hotel does provide free Wi-Fi.

Booking tips: Call or email the hotel as early as possible, especially during high season, as it fills up. We prefer the rooms on the higher floors that face the street, as they have great views. State your preference when reserving.

Sleeping at the Hotel Rivoli, situated across the rue de Rivoli from the Hotel de Ville, is about as central (and basic) as it gets. Doubles hover around €107 per night, even during the peak travel season. There’s no elevator, no TV, and basically no charming extras, but it’s clean, conveniently placed, and there’s free Wi-Fi throughout.

Studious types will dig the Hotel Cluny Sorbonne, an old fashioned hotel located across a tiny street from the Université de la Sorbonne in the Latin Quarter. And students, take note: Famed French poet Rimbaud lived here in 1872 and penned poems by candlelight in room 62. A recent renovation made the 23 rooms slightly more expensive, but also freshened things up quite a bit. All rooms with TV, free Wi-Fi and private bath.

Booking tips: Rates are slightly cheaper when you book more than three nights. We also preferred the street-side rooms on the higher floors here, as there are some gorgeous views over the Sorbonne (ask when booking).

Hotel La Louisiane

While Hotel La Louisiane is considered an unrated hotel, it offers a similar experience to staying at an excellent two-star hotel. Rooms are a little aged, but clean and comfy in a great location in St. Germain des Pres. Like many super cheap hotels in Paris, there are no TVs here, but you can still access the Wi-Fi for free. As a bonus, rooms have mini-fridges to store all the fresh goodies you can find at the nearby outdoor market. But the best part is the charming views from the hotel rooms (see photo above).

Hotel de Nesle

The one-star Hotel de Nesle (pronounced Nell) has been a EuroCheapo favorite for years. Rooms feature original painted murals by the family that owns the place, and unique furnishings complement the eclectic style of this hotel. The lobby is equally quirky, while the lush courtyard offers a place of respite in the city. You’ll get a room either facing the street or the courtyard; both options are refreshingly quiet.

Booking tip: Reception closes at 2 a.m. here. After you’ve checked in, you’ll have your own key to get back in the building. But if your flight into Paris doesn’t land until the wee hours of the morning, you’ll need to wait for reception to reopen to get to your room.

But what are these “best cases”? What characteristics do my favorite hotels share, aside from their relative affordability? Let’s look at what makes a regular old cheap hotel a great budget hotel.

1. Location, location, location

Sometimes it looks as though only those haughty, self-promoting luxury hotels with regal names have the ability to boast a prime Parisian address. Not surprisingly, this is a key factor in defending their prohibitive prices.

Fortunately for us, a good many small and independent Parisian hotels aimed at the frugal traveler have also managed to stick stubbornly to their enticing roots—both in the geographical and the budgetary sense. With enviable locations in the city center (or immediately around it), these prized gems have been applauded countless times in these pages and this surely won’t be the last time we celebrate their presence—either in the Right, or in the Left Bank, or even in between.

“Location, location, location” is my first and most important rule.  The following hotels are well-located and some of my favorites in EuroCheapo’s guide to cheap Paris hotels:

• Near Ile de la Cité: Hotel Esmeralda,  Hotel Henri IV, Hotel-Dieu Hôpital
• Near the Louvre / Grands Boulevards: Hotel Tiquetonne, Hotel du Cygne, Hotel Chopin
• Latin Quarter /  St. Germain:  Hotel Diana, Hotel Stella, Hotel St. André-des-Arts, Cluny Sorbonne, Hotel de Nesle
• Marais: Hotel Rivoli, Grand Hotel du Loiret, and Grand Hotel Jeanne d’Arc

Even the not-so-central Cheapo-friendly properties manage to position themselves in charming, quiet and practical areas, or in trendy districts that are on the rise in the Paris popularity meter.

2. Owners

The presence of personable owners is another winning characteristic shared by many of this site’s picks. Often, the same family has owned the hotel for decades. This privileged tenure—and the refined art of a good hospitality—turn the property into your home away from home, the genial proprietors into your special hosts and the hospitable staff into your extended family.

In addition, some dose of “proprietary eccentricity” is not only benignly tolerated but encouraged by the patrons. Some owners are true curators of the attractive objects and antiques that decorate their property, as is the case of Monsieur Éber of the Hotel Éber Mars. The friendly management of the Esmeralda presides over the premises with a slightly amused air. The gregarious owner of the delightful Hotel du Nord oversees his convivial property in the company of his dog Pluto, a house regular. The couple that runs the Saint André-des-Arts has its own group of fans—including us!

The Hotel Ermitage Sacre Coeur, located a quick walk from Sacre Coeur Basilica, is classy and affordable.

3. A touch of class

Our favorite hotels have a touch of personality and entice travelers with their stylish touches or quaint charms.

In the Right Bank, the delightful little Hotel Chopin lies at the end of a 19th-century covered passage lined with cute shops.

To the north, in a quiet corner of Montmartre, the Ermitage Sacre Coeur occupies a striking mansion-turned-guesthouse, expertly managed by its resourceful owner.

West of Montmartre, the increasingly trendy Batignolles district is home to the unique sleep Eldorado, where original artwork and antiques mix with flea-market finds in such a natural way that every item seems to have found its natural habitat.

And, in the very improbable case that you haven’t yet heard of the Hotel Tiquetonne, winner of the EuroCheapo award for “Best SuperCheapo,” we can tell you that its amazing central location and exceedingly convenient prices are augmented by a grandmotherly-type air of nostalgia, a candy-colored reception and spacious, vintage-cool rooms.

The Grand Hotel Jeanne d’Arc seems more like a countryside inn than a big-city hotel.

Further east, in the Marais, the neighborhood’s darling hotel—the Grand Hotel Jeanne d’Arc, situated off the tranquil Place du Marché St. Catherine—is a quaint property that looks more like a country house than a downtown prototype. Last but not least, the Hotel du Nord (popular among other reasons because it offers free bicycles) is a little jewel in the 10th arrondissement with artistic touches in the lobby and an ivy-covered and flower-boxed exterior.

In the Left Bank, a distinctive feature of several of our friendliest budget hotels is that they are housed in historic, old buildings with attractive exposed wooden beams. One of them is the old-fashioned and romantic Stella, with big windows that open onto flower boxes. Not far from there, the popular Esmeralda wins over travelers with its 17th-century building, its “dollhouse” interior and its title as EuroCheapo’s “best location in Paris”—not to forget its reasonable rates. The Cluny Sorbonne, across the road from the University of Paris, is truly a reservoir of romantic and bohemian times past and inhabits a lovely 18th-century structure. Just to the north, the charming rooms of the friendly St-Andre-des-Arts go even further back in the past as they are housed in a 16th-century building.

In nearby St-Germain, the cozy Hotel de Nesle—winner of the EuroCheapo’s honor as the “most unique” Parisian low-cost hotel—is a veritable museum with its historically minded murals, individually painted by the owner and her son, and its funky furniture and statues.

4. Staff

The staff at these hotels is characteristically friendly and helpful, but not subservient. As they are an integral part of the owners’ vision, the staff often sees itself as part of the latter’s extended family and hence a partner in the owners’ mission. More often than not, the reception staff is multilingual. Its members are efficient and with enough individuality as to be known by their names by clients, as opposed to the archetypal cipher-type bellboys elsewhere that will bend over backward to take care of your every whim.

Since opinions about the service industry are not the same in some countries as they are in France, a certain segment of the international traveler community (you know them!) wouldn’t be entirely happy with our friends from the cheapo-friendly sleeps, since they expect staff to be by and large submissive. I believe that most of EuroCheapo’s down-to-earth readers would obviously not espouse such a view. They’d feel more comfortable sharing a sassy repartee with a staff member than uttering a machine-gun-like succession of orders.

5. Other details

The official websites of quality budget hotels are often quaint and very matter-of-fact, without too many sleek features. It’s as if the basic intent is to point to the property’s overall practicality and straightforward rates. An artificial gloss would only detract from this.

On these websites, pictures of the rooms are realistic and never presented with beautifying or aggrandizing special effects. Whatever amenities exist are tersely listed. Rates are always shown in a transparent way.

For a shining example, have a look at sites such as those of the Cosmos or Alfa Hotel Nation or the Hotel Rivoli. Every single room category has a fixed price—in sharp contrast with the more pretentious hotels, where it’s often difficult to find a clear indication of their prices on the website. In many of the latter, their rates fluctuate wildly depending not only on the season but also on the day of the week and numerous other factors.

Finally, a very gratifying feature of good budget hotels is that they reply promptly, courteously and thoroughly to reservations and requests for rate information. Their correspondence is transparent and authentic, and they’d almost never send you back to the hotel website (creating a veritable Catch-22), as many of the more expensive or less professional ones often do.

Some of our friendly Cheapo picks will even provide you with a list of alternative properties (i.e. their competitors!) in case they are fully booked. Sometimes the person who replies is none other than the property’s owner. Some of these owners are renowned for their consideration and great zeal in trying to find a solution to your predicament. The charming owner of Le Figuier, an Ivry-sur-Seine hotel, for example, is one of those propriétaires who would take a personal interest in solving your urgent appeal.

In our guide to Paris, we’ve reviewed about 100 inexpensive hotels in the center of the city. Not all of these are charming or interesting, of course. Some are simply cheap sleeps. However, it’s the hotels with a dash of personality that are the most fun to write about.

I’ve just flipped through our hotel listings in Paris looking for places that have a little something special going on. Not surprisingly, many of these are also among the most popular hotels on the site. (Read: If you’re interested in reserving at them, you should try to make that reservation far in advance, especially during the summer.)

First off, there’s the Esmeralda’s location, directly across the Seine from Notre Dame, with windows opening to the cathedral. But then there’s everything else: The Esmeralda’s funky rooms, the 17th-century building, the “dollhouse” interior, the friendly (and slightly amused) management, etc. Put it all together and you have one of the most popular hotels on EuroCheapo.

If you dream of staying in the Latin Quarter of starving poets, artist garrets and Claire Fontaine notebooks, the family-run Cluny Sorbonne could easily fit the bill. While rooms are modestly furnished (and priced), you’ll be sleeping in the studious heart of the Quarter, with several rooms looking across the street into the University of Paris. Romantic bonus: The 19th-century poet Rimbaud composed verses in his room here.

At the risk of singing its praises too loudly or frequently, we’ll once again recommend the Hotel Tiquetonne for its rock-bottom rates, convenient location near (but not too near) Les Halles, and air of nostalgia. Perhaps its the creaky staircase, the candy-colored reception, or the sassy repartee with the staff. Something about the Tiquetonne is just magical.

The funky breakfast room of the Grand Hotel Jeanne d’Arc certainly gives you something to reflect upon.

Nestled into a slightly-less touristed part of the eastern Marais, the two-star Grand Hotel Jeanne d’Arc gives off a “French country house” vibe with enough interesting touches to keep it both quaint and quirky. The location, just around the corner from the Place du Marché St. Catharine, is fittingly adorable.

The Stella is a creaky old one-star hotel with a four-star location, just steps from the Place de l’Odeon and the Luxembourg Gardens in the Latin Quarter. Everything about the place is old fashioned, including the furniture, wood-beamed ceilings and room rates.

Care for some historically-minded murals with your budget bed? The Hotel de Nesle certainly doesn’t lack for character, as great figures and moments in French history grace the walls of each (otherwise simply furnished) bedroom. The Nesle boasts a convenient, if initially confusing, St-Germain des Pres location.

One of my other first choices when staying in Paris (along with the Tiquetonne), the three-star Hotel de Nice’s guestrooms are decorated with a humorous flamboyance that’s fitting for the neighborhood. The hotel’s picture-book location (across the street from the Hotel de Ville, with rooms overlooking a cafe-lined square) makes it exceptionally convenient.

The “Seventh Art” of cinema is celebrated at the Hotel du 7e Art in the Marais.

It’s all about moviemaking at the Hotel du 7e Art, a funny little two-star hotel in the Marais. Film stars from Rita Hayworth to Judy Garland (and the entire cast of “The Wizard of Oz”) decorate the otherwise standard guest rooms and hallways at the 7e Art, which should at least leave film lovers rested… and entertained.

The Hotel Henri IV is located at the tip of the Ile de la Cit&eacute.

Perched at the tip of the Ile de la Cité, the Henri IV is probably the most historic Cheapo on our list, housed as it is in a 17th-century building that once served as the printing house of King Henri IV. Rooms have been refreshed since I first reviewed the hotel in 2001 and the property is clean, but amenities are few and furnishings are simple. However, with rates this low and some rooms looking out to the Place Dauphine, the Henri IV remains one of the city’s great zero-star options.

There’s a bohemian air about the Eldorado, a fun-and-funky one-star hotel with an interesting location in the artsy and diverse Batignolles neighborhood near Montmartre. Rooms mix antiques, flea-market finds, and original artwork in a way that’s colorful and anything but standard.

Situated on a surprisingly quiet street behind Place de la Republique, the one-star Hotel du Nord’s ivy-covered and flower-boxed exterior charm from the street. However, it’s the playful, artistic flair in the lobby that really won us over (not to mention Pluto, the gregarious owner’s dog). Smallish rooms are stylishly decorated and furnished with a TV and equipped with Wi-Fi, and the hotel lends bikes to guests for free.
