I think David is right, but without the clue I would have guessed Cologne (Carnival, natch). It's totally Germany -- you can tell from the bus stop sign reflected in the window. This is like the riddle on Karambolage!

Brussels! And I don’t even know why that’s my guess, except I know you Cheapos were up to no good there recently. This isn’t an easy one, considering there’s a Starbucks on every corner in every city in the world!
