I asked a friend of mine from Moscow for advice on your dilemma. She told me about a local hotel booking site that not many people know about. Here’s the link: http://tomoscow.com/

You can search by location, category and price. I did a quick search and came up with a few hotels for under $200, but nothing that really jumped out at me. Have a look for yourself. Hope this helps.
